Whitman, the former New Jersey governor, received the most fierce criticism for her comments this week implying that city officials - and even Ground Zero responders themselves - were to blame for not heeding warnings about contaminated air.

"Either she was lying five years ago or she's lying today," said Rep. Anthony Weiner. "Either conclusion is shameful and possibly criminal."

In a written statement, Whitman, who stepped down as head of the EPA in 2003, insisted yesterday that her agency made it clear the air on the smoldering pile itself was not safe.

"We were emphatic that workers needed to wear respirators, a message I repeated frequently. But I did not have the jurisdiction to force workers to wear them - that was up to their superiors," Whitman said.

That sparked an angry rebuke from Sen. Hillary Clinton.

"Gov. Whitman apparently wants to wash her hands of this tragedy, but her EPA told New Yorkers that the air was safe to breathe," Clinton said. "The sad testimony of our first responders and the EPA's own inspector general say otherwise."
